The footage, which the unnamed 21-year-old recorded on his mobile phone, was made on August 11 last year, the day after the London riots, when he was detained by police on suspicion of driving offences.

It reveals that the man was subject to a string of expletives from the officers, with one calling him a 'c***' and a second telling him, 'The problem with you is you will always be a n*****,yeah?'

The man - who said he was arrested and placed in a police van - also accused one of the officers of kneeling on his chest and trying to strangle him, and told the Guardian that he was made to feel 'like an animal'.

The second officer - identified as PC MacFarlane - has been suspended after the Crown Prosecution Service said it was assessing the case.

The CPS had originally decided not to charge PC MacFarlane following an investigation from the Independent Police Complaints Commission, but have said they are reviewing the complaint after the man's lawyer intervened.

'Lawyers for the complainant have asked us to review our decision,' said Grace Ononiwu of the CPS.

'I have considered the matter personally and directed that all of the evidence should be reconsidered and a fresh decision taken by a senior lawyer with no previous involvement in this matter.

'That process will be completed as soon as possible and is the procedure we often adopt when pre-action protocol judicial review proceedings are initiated.'

The video footage also features an exchange between the man and the officer identified as PC MacFarlane, in which the officer says: 'Be proud of who you are, don't hide behind your black skin.'

The suspect then tells the officer: 'I get this all the time... make sure you do a lot with your sixty grand, 'cause you're not going to get it any more bruv.'

An investigation was launched after the man handed his phone in to Forest Gate Police station and reported the alleged incident.

A spokesman for Scotland Yard called the allegations 'serious' and added: 'Any use of racist language or excessive use of force is not acceptable.'

Two other officers involved in the alleged incident were said to be also under investigation, with one placed on restricted duties due to an unrelated matter and the other remaining on full duties.
